The Budget and Finance Division is responsible for all fiscal, purchasing and budgetary matters of the N.C. Department of Agriculture and Consumer Services.  This position manages the Accounts Payable section within the Budget & Finance Division, has two direct reports, 6 indirect reports, and reports to the Controller.

This position is responsible for providing daily oversight and support to the Accounts Payable area, General Ledger maintenance in the North Carolina Financial System (NCFS) to ensure that data is accurate and reliable, preparing, entering, reviewing, and approving NCFS journal entries and intercompany transfers.  Work is reviewed by the Controller for content and technical accuracy.  This position works closely with the Accounts Receivable Accountant II and Controller on Month End Close activities and is responsible for verifying that the general ledger for all budget codes is in balance by making any required adjustments to ensure the Agency can properly close and certify to the Office of the State Controller each month.

This position monitors the suspense account/SBM and clears all items in the account daily including (health benefits, payroll, and garnishment) and making any necessary entries to clear these accounts.  This position reviews the BD701 prior to certification to ensure that actual expenditures and revenues are accurate and don’t reflect any obvious errors.  This position is responsible for preparing all CAFR worksheets related to Accounts Payable, Fixed Assets, and the Annual Single Audit.  This position provides back-up to the Accounting Specialist for Form Substitute W-9s, 1099s, P-Card reconciliation, and insurance.  This position is responsible for NCFS and Bank of America Works system security for new employees and other duties as assigned.  This position is responsible for maintaining the Fiscal Operations Manual and is a member of the EAGLE team that performs the EAGLE tasks related to Accounts Payable

Knowledge, Skills and Abilities / Competencies

 

  • Working in-depth knowledge of generally accepted accounting principles and skills in applying this knowledge.
  • Intermediate knowledge of governmental accounting methods, procedures, and financial practices.
  • Ability to interpret and apply complex Federal and State fiscal regulations.
  • Ability to develop complex accounting worksheets and reports.
  • Ability to anticipate issues related to cash flow and develop/communicate recommendations to management for resolution.
  • Ability to communicate clearly and concisely in writing when communicating with divisions regarding issues identified and prepare written policies and procedures related to accounts payable activities.
  • Thorough knowledge of supervisory practices and skill in supervising others, including communication skills, ability to delegate and assign work, ability to deal effectively with difficult employees, ability to evaluate performance and to conduct investigations and participate in disciplinary actions.
  • Ability to mentor new employees.

MANAGEMENT PREFERENCES:

  • Working experience in the North Carolina Financial System (NCFS) with all AP related training complete.
  • At least 2 years of State government Accounts Payable and Supervisory experience.
