Utility Superintendent – Operations

The Superintendent of Operations is responsible for operations and regulatory compliance for Hanover County’s Suburban Water System which serves approximately 23,000 customers, five small isolated well systems which serve from 20 to 120 customers, three school well systems, and the Pamunkey Regional Library well system. This position supervises a staff consisting of five operators and four utility technicians. Hanover’s Suburban Water System consists of approximately 470 miles of waterline, 7 water pump stations, and 8 water storage tanks. 

General Description: This is a supervisory, professional position that leads the work of skilled, technical staff. The incumbent performs complex tasks to coordinate all aspects of water and wastewater plant/system operation and maintenance, sewer collection, and construction management.

Organization: The Utility Superintendent reports to the Deputy Director (Operations & Maintenance) and supervises Utility Operators, Utility Supervisors and Utility Technicians.

Essential Functions:

· Supervises employees, performing related human resources functions and completing necessary paperwork.

· Assists financial operations of the department, including development and monitoring of budget.

· Monitors plant/system operation and maintenance to assure federal and state compliance.

· Maintains and enforces established safety procedures for all employees.

· Assures all required documentation is accurate and meets county, state, and federal regulations.

· Prepares reports and makes presentations as needed.

· Performs related work as assigned.

Knowledge, Skills and Abilities: Must have knowledge of complex water/wastewater operations and procedures. Requires extensive knowledge of federal and state regulations. Maintenance Superintendent requires extensive experience working with industrial level mechanical/electrical equipment. Working knowledge of budget cycle and ability to implement division budget, preferred. Must have ability to communicate effectively, both orally and in writing.

Education, Experience and Training: High school diploma or equivalent required (college level work in engineering or hard sciences preferred) with a minimum of five (5) years’ related experience, including supervision. Requires a minimum of a class II Virginia Water/Wastewater Operators License for Plant/Distribution Superintendents. Virginia electrical license a plus for the Maintenance Superintendent position. College level work/degree in the hard sciences or engineering highly desired. Computer literacy required – OR – Any equivalent combination of education, experience and/or training sufficient to demonstrate the knowledge, skills and abilities is acceptable.

· Twelve-month probationary period

· Pre-employment Physical Examination/Drug Test/Breath Alcohol Testing/Audiometric and repeated in accordance to policy thereafter

· May work beyond normal schedule

· Essential staff designation

· Must wear uniform, including safety equipment

· Totopotomy Wastewater Treatment Plant Superintendent must have a class I Virginia Wastewater Operators License
