This position has two primary responsibilities: leading the County’s team of Data Engineers/IT Data Analysts and serving as the County’s IT supervisor responsible for key aspects of internal IT Governance such as Cost Allocation, Project Portfolio Management (PPM), and Application Portfolio Management (APM).

Your immediate deliverables will focus on accessing the County’s current data architecture and data engineering best practices, partnering with customers and staff to manage to an established 2024 workplan, and assuming the critical components of PPM and APM. Over 50 percent of your time will be spent supervising a team of positive and supportive IT Data Engineers/Analysts and driving technology innovation to support the County’s analytics and data-driven decision-making processes.

Your Future In This Role

You will report directly to the IT Manager of Applications and Project Management and supervise a team of three Data Engineers/IT Data Analysts. Your position is crucial in establishing, executing, and enforcing many of the programs necessary for the successful operation of a complex IT division including managing and executing the model responsible for distributing IT costs across the enterprise and working closely with the IT Management team to ensure the County’s new IT project opportunities are managed and evaluated in an effective manner. You will also be instrumental in helping define the County’s data architecture and data intelligence models and executing the County’s data analytics vision and strategy. You will have opportunity to set future direction and develop your team, while contributing as a member of the overall IT leadership team.

Within this role you will be responsible for the delivery of internal services across IT including project and program portfolio management, application portfolio management, and cost allocation. These responsibilities include partnering and communicating with County leadership, facilitating IT’s technology request/project governance process with the IT Management team, ensuring the County’s application portfolio accurately reflects the current environment, and helping the organization understand the true cost of IT services.

In this role you will also be responsible for the delivery of services, including overseeing the work of data engineers/analysts, and the strategic vision regarding the County’s data analytics program and environment. Partnering with county leadership to help develop, operationalize, and implement a data strategy in support of the County’s overall research and data analytics program.

Core Daily Responsibilities

  • Supervise and coordinate activities of a designated team, including defining work procedures, preparing work/staffing plans, conducting strategic planning, providing mentorship, and conducting regular performance management/reviews.
  • Provide technical leadership and guidance to your data analytics team members.
  • Partner with senior business leaders and technical staff to ensure the customer’s needs are well understood, agreed upon, and met, while providing exceptional customer service.
  • Plan and execute data projects including managing the project from end-to-end.
  • Maintain up-to-date knowledge regarding changes in the IT industry, share ideas with IT leadership, and recommend changes based on these developments.
  • Conduct analysis of market solutions and opportunities to improve service delivery and data engineering best practices.

Qualifications

Minimum Qualifications:

  • Bachelor’s degree in information technology, computer sciences, business/public administration or related field; and
  • Seven years of information technology or business analysis experience; and
  • Three years of experience in a project lead role
  • Additional education or experience which clearly indicates the ability to perform the essential functions of the position may substitute equally on a year of year basis for the recruiting requirements.

Preferred Qualifications

  • Direct staff or supervisory/management experience with an understanding of the principles and practices of effective supervision.
  • Data architecture experience (i.e., experience designing and implementing data warehouse/data lake).
  • Data engineering experience including experience with ETL or ETL processes and programming.
  • Experience with Microsoft Power BI, or other BI tools.
  • Working knowledge of internal IT Governance frameworks and standards including IT Budgeting and Cost Allocation principles.
  • Program, project, and service delivery including work planning, status reporting, scope management, and adherence to budget.
